Count Roget was the owner of the Cabaret Fantome.
106 years ago he made a deal with a demon. He was forced to file for bankruptcy, which was probably the reason for the deal.
When the club burnt killing everyone inside, good and bad souls died at once. Neither good nor bad ones could move on because they were holding each other back. They are stuck in their respective afterlives, unaware of their fate.
One of them, George, was able to possess Mike and cry out for help.
Normally the solution would be to seperate the good souls from the bad one by e.g. break the deal with the demon. However in this case the demon has long been vanquished.
When Roget possessed Drake's body the Charmed Ones were able to make a potion and evict the soul from the body, ending the possession and free the souls.

Sargon, Trader of Souls
One of the few diabolical Traders of Souls who thrives off the prolonged suffering of Spirits. He preys on the afterlife, especially those paying [Wages] of Sin. He may be found in bordellos, nightclubs and the like and is most weakened by the light of day.

Lost souls are spirits of the dead unable to move on because
of spiritual confusion, e.g. when souls die a violent death together.
When souls die at once, the good ones can't move on because the bad ones are holding them back and vice versa. They are lost, stuck in their respective afterlives, unaware of their tragic fate.

Summary:

When Darryl's friend is possessed by the spirit of an innocent killed in a fire in 1899, Phoebe and Drake transport themselves back in time to the caberet where it happened. However things go from bad to worse, when they find they cannot travel back to their own time. Meanwhile, Piper convinces Leo they need to take a family vacation.

According to the story of Noah's Ark in Genesis, several generations after mankind left Eden, they had become corrupt, full of violence and theft. God came to regret having made them and God decided to bring a flood to wipe out the violence. God found only one just man on the Earth, Noah. So God told Noah to build an ark of particular size and design, and to bring his wife, his three sons and their wives, as well as animals and birds into the ark, with all necessary food and seedlings so mankind and the earth could begin again with a clean slate. Then God sent the flood. When the earth was dry again God instructed Noah to leave the ark.
After the flood, God swore to himself to never again wreak his vengeance on the Earth as a whole, since man is born with an evil inclination from youth and God commits himself to maintaining the rules of nature. God gave Noah this covenant, whereby people were given dominance over all animals and were now permitted to eat meat for the first time but not with its life still in it, and instructed to spread over the earth. God used the rainbow in the clouds to seal and remind future generations of this everlasting covenant.

Meaning:
A fan dance is an erotic dance performance, traditionally by a woman. The performer, either entirely nude or apparently so, dances while moving two large fans, typically constructed from ostrich feathers. The essence of the choreography is suggestion, limiting the parts of the body exposed to the audience while focusing attention on illusions of exposure.
