The tribunal is a council made up of Elders and Demons to monitor magic, to make sure nobody ever finds out about its use. The tribunal created the cleaners and gave them the power to erase or change events and memories.

The tribunal uses the Circle of Truth, an enchanted circle that reads thoughts and shows what needs to be seen.

Summary:

When Phoebe and Paige are caught on tape using their powers, the Cleaners, who prevent the exposure of magic, cover up the situation by implicating Darryl as a murderer and sending him to death row. The sisters call a council of Demons and Elders who oversee all magic to convince them that Darryl should be set free. Instead, the prosecutor, Barbas, turns the proceedings around and puts The Charmed Ones on trial for recklessly abusing their powers. Meanwhile, Leo and Chris work together to help free the sisters and Darryl, but the outcome leaves Phoebe stripped of her powers.

Phoebe has now lost her active powers: premonition, levitation and empath skills.

The girls meet another cop, inspector Sheridan, whom they will meet again in later episodes.

Brad Kern over the past year has received hate mail concerning the fact that Phoebe never uses her powers. Having enough it was said that Brad Kern writes that Phoebe looses her powers. A smart move on his behalf, but now he will have to deal with more hate mail concerning that Phoebe lost her powers.
