Sutter came to town promising to bring the railroad tracks through and make it more than just an old mining town in exchange for a piece of everything (mines, the bank, the newspaper etc.). He soon established a regime of terror.

With Prue and Cole's help the townpeople fought against Sutter. He got wounded by Prue and left town. The timeloop was broken.

Bo Lightfeather did not back down. He kept on fighting, trying to get everybody to take back he town.
Bo has psychic abilities too. His father, Soaring Crow, was a great medicine man but died when Bo and his sister Isabel were young. Bo was told by his mother to not talk about his gift.
His sister Isabel helped him.

A Time Loop is a period of time that repeats itself over and over. Sometimes a loop is connected to a specific place or group, but other loops may be felt globally.
Certain spiritual traditions believe that a great evil or great injustice can be cursed into a time loop until righted.

When Phoebe visits a ghost town with her dad, she becomes psychically linked to an injured man from the past who is destined to die. As Phoebe begins to suffer from the man's fatal wounds, Prue and Cole team up to go back in time, save the man from Sutter and stop the time loop which the town is trapped in. Meanwhile, Leo finds out that Piper has yet to tell her father about his true occupation.
