Creatures:

1x20 Jackson WardJackson Ward was a serial killer who was executed in Alcatraz and became an evil spirit. 
Some evil spirits need a dead body to transport them across water. 
Jackson Ward possessed a body to get out fo Alcatraz. He continued murdering, leaving finger prints in form of ectoplasm. 
Ectoplasm is the ghosts skin, It's outside the visual spectrum. 
An evil spirit can't be vanquished on the physical, only on the astral plane.

Jackson Ward was vanquished by Prue.

1x20 Soul collector

Charon, the soul collector is a beautiful yet evil demon who seeks the souls of witches and empowers ghosts with special abilities and powers to help her gain these souls. Ferries souls to hell. 
 

  
     
Potions/Rituals: to lure an evil spirit:

Mercury
Acid
Blood of one of the victims

Mix equal parts of mercury and acid with the blood of one of the spirits victims, then pour it over his grave.

to die (killer cocktail):

a pinch of oleander
a pinch of Jimson weed
a pinch of blood root
a pinch of hollyhock seeds

grind to a fine powder and take with the juice of cranberries
Whoever takes it can be revived by C.P.R. (cardiopulmonary resuscitation)
but it has to be done within four minutes to avoid brain damage.		  
Spells: to vanquish Jackson Ward:
(chant without ceasing until the evil spirit disintegrates)

spirit to spirit, 
take his soul,
banish this evil

Summary: Phoebe sees the ghost of the serial killer Jackson Ward while on a sightseeing visit to Alcatraz. Phoebe watches in horror as the evil spirit escapes the island seeking revenge on the people responsible for sending him to the gas chamber. Phoebe and Prue must figure out how to vanquish the evil spirit and stop him from killing again, and they must do it without Piper.

Meaning:
Jack Kevorkian (born May 26, 1928) is a controversial American medical doctor who is most famous for his vocal support for the "right to die," and for assisting the suicides of over 100 people. He is currently in prison in Michigan.
